設計重點

LOG 內容頁固定 LOG_{HASH}，目錄頁固定 LOG_CONTENTS，工具輸出可被其他流程重用。

測試結果

worklog-target.sh 數字、A、B、C 開頭案例通過；sh -n 通過；STE100 lint 通過；manifest 版本已確認為 master + 1。
