設計重點

頁面類型只讀自己的 JSC_WIKI_REPO_{TYPE}，hash 首碼為 0-9/A/B/C 時改成 H 加原前 7 碼。

測試結果

gitea/tools/check-wiki-rules.sh 通過；sh -n 通過；manifest 版本已確認為 master + 1。
