需求描述：依 jsc 技能準則，把 jsc-gitea domain 的技能組匯入本存取庫。
計畫名稱 / 計畫頁連結 / 分析頁連結：無

變更內容

chore(gitea)：修正 template 複本的五份 manifest（plugin 名 jsc-gitea、marketplace 名 gitea、URL 指向本 repo），移除 hello 範例技能 — 使 repo 符合 gitea 領域。
feat(gitea)：匯入技能：wiki、repo-sync，以及對應的 tools / templates / references。
docs(gitea)：以統一格式改寫繁體中文 README 與 AGENTS。

設計重點

SKILL.md 的 description 為英文且不超過 5 句；內文為 STE100 繁體中文。
hook 只放 jsc-hooks；gitea 操作一律經由 jsc-gitea 的 gitea.sh；問使用者一律依 jsc-ask:ask 決策樹。

測試結果
