`skills/pr/SKILL.md`	PR 收尾新增留言回覆要求與表格回報規則。
`README.md`	同步 PR 技能摘要。
`plugin.json`、`.claude-plugin/plugin.json`、`.codex-plugin/plugin.json`	同步版本。

設計重點

留言回覆一律走 jsc-gitea/tools/gitea.sh comment-reply。
PR 表格格式只引用 jsc-meta/references/pr-report.md。

測試結果

git diff --check 通過。
ste100-lint 通過。
