變更摘要

  • 新增 notifications skill，讓工具能讀取 Gitea 通知並依 REVIEW.md 流程處理。
  • 更新 README，補上 notifications 的使用說明與技能目錄。
  • 同步三個 plugin manifest 與版本號，讓新技能可被各助理辨識。
