JefferyandClaude Opus 4.8 ef8721296b feat: add /jsc:archive-findings skill (persist code-review verdicts)

Consumes an adjudicated code-review run (攻擊方問題表 + 防守方裁決表) and
persists results into the target project:
- ✅ 成立 -> known-issues file (--known-issues)
- ❌ 誤判 -> exclusions file (--exclusions)
- 🔁 已知問題 / 🚫 略過 -> skip (count only)
Both paths are required; missing/empty files are created from a bundled
template (skills/archive-findings/templates/). Does not run review or edit code.
