chore(plugin 版本): 三家 manifest 升版 0.2.1

新增 spec-version-guard 規範／腳本／hook，對照 master 現行版本 0.2.0 升版；
一併訂正 plugin.meta.json 版本落差（原為 0.1.7，是三份 manifest 版本產生器
實際讀取的來源，放著不同步會在下次重新產生時把版本覆寫回舊版）。
