需求描述：check-deps 必須讀呼叫端指定的分析頁，並同步 PR 留言收尾規則。

檔案	為什麼改
`tools/wp-gate.sh`	`check-deps` 強制要求 `--analyze`，不再用 repo hash 猜分析頁。
`skills/implement/SKILL.md`、`skills/maintain/SKILL.md`、`README.md`	同步工作包相依檢查與 PR 收尾回報規則。
`plugin.json`、`.claude-plugin/plugin.json`、`.codex-plugin/plugin.json`	同步版本。

設計重點

保留 WBS 欄位映射：$11=PR、$12=狀態。
缺少 --analyze 時回 status=usage 與 exit 2。

測試結果

sh -n tools/wp-gate.sh 通過。
假 Gitea 驗證 WP-09 ready、WP-12 blocked、WP-57 ready、缺 --analyze exit 2。
git diff --check 通過。
ste100-lint 通過。
