註解規範正文多了一列允許項，行為跟著變，版號要動。三份 manifest 的版號
必須一致，版本前置檢查是拿它們互相比對的。

由 0.1.3 升到 0.1.4，末位加一。改動只在版號那一行，描述、技能路徑與其他
欄位一個字都沒碰。

影響部署與版本前置檢查：升上去之後，各 CLI 端才抓得到帶新規則的這一版。
