chore(plugin): 提升外掛版號以帶出這批行為變更

- 這批改動含判準變更與兩支新腳本，屬於行為變更，不是純文件修飾。 - claude、codex 與共用的三份描述檔一起帶。版號不一致會讓安裝端拿到舊的技能。
