新增版本檢查 hook 與 13 個 skill 檔頭規範引用；基準改用本機 develop 現行的 0.3.0 （非 master 的 0.2.1）——develop 已有一個獨立、與本次工作無關的 commit（ac2045e： 時區改為 +08:00、補機密遮蔽、接上 shared 共用規範）先行 bump 到 0.3.0 但尚未推送 合併，master 版本已落後於工作分支，不能拿來當 patch +1 的基準。 Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
