`skills/tooling-guide/SKILL.md`	新增工具盤點指南技能。
`tools/inventory-tooling.sh`	新增可重複執行的盤點腳本。
`README.md`	更新技能與工具目錄。
`plugin.json`	將 manifest 版本由 `0.1.7` 更新為 `0.1.8`。
`.claude-plugin/plugin.json`	將 manifest 版本由 `0.1.7` 更新為 `0.1.8`。
`.codex-plugin/plugin.json`	將 manifest 版本由 `0.1.7` 更新為 `0.1.8`。

設計重點

以 inventory-tooling.sh 產出 plugins、skills、tools、hooks 與 CLI 支援現況。
讓 tooling-guide 保持唯讀，避免與安裝、更新、刪除、修復流程混用。
讓 README 目錄與三份 manifest 版本對齊新增內容。

測試結果

sh -n tools/inventory-tooling.sh 通過。
tools/inventory-tooling.sh /root/plugins exit 0，stderr 0 行。
tools/list-skills.sh 可列出 meta tooling-guide。
tools/ste100-lint.sh /root/plugins/meta 通過。
