需求描述：PR 留言修正後要能回覆原留言，PR 產出要能用固定表格回報。

檔案	為什麼改
`tools/gitea.sh`	新增 `comment-reply`，並讓 `pr-comments` 輸出留言 id，供後續精準回覆。
`skills/repo-sync/SKILL.md`、`README.md`	PR 收尾改指向統一表格規範。
`plugin.json`、`.claude-plugin/plugin.json`、`.codex-plugin/plugin.json`	同步版本。

設計重點

inline 留言使用 review comment reply API。
issue 與 review 類型補一則 PR 留言，避免呼叫端自行拼 API。

測試結果

sh -n tools/gitea.sh 通過。
假 curl 驗證 comment-reply 會送到正確 endpoint。
git diff --check 通過。
ste100-lint 通過。
