技能改成引用 jsc-meta 的指引正本。相依關係要跟著寫進外掛資訊檔，否則沒裝 jsc-meta 的機器讀不到階梯規則。

- requires 加入 jsc-meta。
- 三份外掛資訊檔一起推進，避免彼此不一致。
