為 code-action-docker 新增「開發中需要參數時的來源優先序」規則，並將 plugin 版本升為 0.0.3（三家 manifest 同步）。

參數來源優先序（新增於階段 4.0）

實作過程中發現需要 inputs 沒有的參數時，依序尋找來源，前者可用就不往後找：
